The initiative gives government power to increase gas taxes and cost of heating oil, natural gas, and electricity, but some large carbon emitters will be exempt: a coal-fired power plant, aircraft manufacturers and paper mills, leaving consumers and small businesses to pay. It’ll cost hundreds annually to average households, according to the Washington Policy Center.
