Letter: Roadsides covered with litter

As we drive on state Highway 14 from Washougal to our western destinations, we want to close our eyes upon seeing all the litter, but we can’t. Our highways in Washington look like they are garbage dumps.

Is there any way our state highway department can use our incarcerated prisoners to pick it all up?
