In that the Vancouver Municipal Code is an immense document, I doubt if any of you are totally familiar with the entirety of its contents. The VMC lays out regulations for “Bed and Breakfast” establishments when the owner/operator lives on site. There is no VMC that addresses the increasingly popular rentals known as Airbnb or VRBO (Vacation Rentals by Owner).
These rentals are entirely unregulated and neighbors of such rentals have no legal recourse when subjected to numerous “guests” disrupting a once quiet neighborhood.
There is one such rental in my neighborhood (zoned R-4). It is owned by a couple who live in Portland and are not impacted by the noise and disruptions that accompany the large groups who invade almost every weekend. (The rental is advertised as “sleeping 16.”) Another neighbor is preparing his house to also rent out. This on a cul-de-sac of nine modest homes, not “McMansions.” Our once quiet neighborhood has become unbearable on weekends.
VMC 20.830.030 addresses Bed and Breakfast establishments. I urge you to address Airbnb/VRBO rentals in this code and add restrictions to the operation of said establishments in residential neighborhoods.
