Clark County man allegedly shot by relative in argument over vehicle

30-year-old expected to survive his injuries; shooting may have been self-defense

A man was taken to a hospital Sunday via Life Flight after he was shot during an argument with a relative over a vehicle in northern Clark County.

The Clark County Sheriff’s Office and Battle Ground Police Department responded at about 3:30 p.m. to a report of a disturbance with weapons near Northeast Fern Drive and Columbia Tie Road. The 911 caller said he was 66-year-old Todd Spencer and that he’d shot 30-year-old Donovan Pulver-Downing, according to a sheriff’s office news release.

When law enforcement arrived, officers detained Spencer without incident. Officers found Pulver-Downing inside with a gunshot wound. They provided medical aid until North Country EMS arrived and took over. Pulver-Downing was then taken in the helicopter to a hospital, the sheriff’s office said.

As of Monday morning, investigators said they expect Pulver-Downing to survive, the news release states.

The sheriff’s office’s Major Crimes Unit responded and determined Pulver-Downing and Spencer are in-laws and both live at the house. An argument over a vehicle turned into a confrontation, during which both men appeared to be armed, the sheriff’s office said.

Investigators said Spencer may have shot in self-defense.

The Major Crimes Unit interviewed family and witnesses and seized firearms, according to the news release. The team is continuing to investigate.
