C-Tran has appointed Laura Merry as chief of staff, and promoted Leann Caver to chief operations officer and Tim Shellenberger to chief maintenance officer.

Merry has been a C-Tran employee since 2006, and most recently served as chief administrative and safety officer, with oversight of several of the agency’s key departments including Information Technology and Human Resources. In addition, she will also be working within Intergovernmental Relations as well as the Interstate Bridge Replacement Program.

Caver has worked in public transportation since 2004 and most recently served as C-Tran’s director of organizational development and diversity, equity and inclusion. She has extensive experience in transit and rail operations both at C-Tran and TriMet. In her new role, Caver will be responsible for all aspects of C-Tran’s operations divisions including fixed route, paratransit, microtransit, radio control and field operations, and administrative personnel.

Shellenberger, who has been employed with the agency since 1998, has been an integral part of the numerous technological advancements, fleet changes, and the industry’s critical push into zero-emission technology. C-Tran will roll out its first series of all-electric buses under his leadership this year, and will soon expand into hydrogen fuel cell technology.
