‘Vulnerable victim’ deaths in Washington drive criminal penalties in negligence cases

Perry Casper heard the oncoming Chevrolet Suburban before he saw it.

He and his 28-year-old daughter, Rachel Casper, were standing in their driveway on the south side of Northeast 139th Street in the Glenwood area. It was just before 7:30 p.m. on a Saturday.

The eastbound SUV sounded like it was coming fast, so they waited to cross the road.
