Letter: Crack down on car registrations

How is it legal to operate a vehicle when the vehicle license plate is expired? I see at least two to four vehicles a day with plates that are expired anywhere from two months up to six months and beyond.

Is this not a moving violation? What seems to be the problem? Surly a notification has been sent about renewal. How much revenue is being lost to the city/county and the state? If this is OK to do then why not license none?
