The KTOZ Shelter for Homeless Animal on Friday sent out an urgent appeal to people to adopt or at least temporarily shelter some of its dogs until the dangerous cold spell passes. It didn&rsquo;t have room inside for all its 300 dogs and some where in pens outdoors. What it called &ldquo;Operation Frost&rdquo; was a huge success, with people arriving in droves, waiting in lines for hours and taking home 120 pups.
