• Rebound Orthopedics and Neurosurgery has added two surgeons to its staff: Dr. Benjamin Jacobs and Dr. Roham Moftkhar. Both physicians will work at Rebound’s offices at Southwest Washington Medical Center and Legacy Salmon Creek Medical Center. Jacobs is an orthopedic surgeon who specializes in hand and upper extremity surgery. He also is trained in fracture management, reconstruction, microvascular and nerve surgery of the hand, arm, elbow and shoulder. Moftakhar received fellowship training in endovascular/cerebrovascular neurosurgery at the University of Miami. He also is trained in skullbase and complex brain tumor surgery.

• David J. Feeney, associate attorney with Marsh, Higgins, Beaty & Hatch, is adding civil appellate law to his current area of practice. The firm is at 1112 Daniels St., Suite 200. http://www.marsh-higgins.com.

• Larry Blaufus of Clark Public Utilities is the new 2010-11 president of the Camas-Washougal Chamber of Commerce. On Sept. 1, he replaced Damon Webster of MacKay & Sposito, who will become the board’s immediate past president. New board members are Rachel Loper with Nies Insurance; Clifford Duncan of Four Rivers Group Inc.; and Tonya Winslow of Lacamas Community Credit Union. They will serve two-year terms on the chamber board.

• Vigilant, which counsels companies on employment issues across the Northwest and California, has hired Margaret Huling to work in Vancouver. Huling will be responsible for promoting Vigilant Group Employee Benefit Plans, which allow employers to take advantage of the purchasing power of a collective. http://www.vigilantcounsel.org.

• Sherri McMillan was recently awarded the International Fitness Presenter of the Year award at a fitness conference in Toronto. McMillan, who lives in Vancouver, received the award for emulating outstanding leadershp and presenting skills and commitment to her community and industry. • Brenda and Ken Mork opened Menchie’s, a franchise frozen yogurt business, Aug. 19 at 19171 S.E. Mill Plain Blvd., Suite 107. The yogurt chain charges customers by the ounce after they have selected yogurt flavors and toppings. 360-597-4055, http://www.menchies.com.

• Wendy and David Chen have opened Makoto Japanese Buffet in east Vancouver at 1119 S.E. 163rd Place. During September, the restaurant will be collecting food for the Clark County Food Bank. On Sept. 15 the restaurant will host a food drive and patrons who donate four cans of food or more will receive a free meal. It is the fourth restaurant for the Chens.
