Vancouver man dies in crash west of Philomath

A Vancouver man died after a Saturday morning crash on Oregon Highway 20 west of Philomath, officials said.

According to an Oregon State Police bulletin, Victor Manuel Rios-Perez, 38, of Vancouver was driving a 2004 Ford F-250 westbound on Highway 20 near milepost 47 around 9:15 a.m. when he lost control on an icy stretch of highway. The truck crossed the eastbound lanes, ran into a ditch and rolled on its top.

Rios-Perez, who was wearing safety restraints, was pronounced dead at the scene, police said.

Front-seat passenger Freddy Rosales-Meza, 30, of Portland appeared to have been ejected from the truck. Rear-seat passenger Xi Jian Zhao, 43, also from Portland, was partially ejected and pinned inside, police said.

Firefighters from the Corvallis and Philomath fire departments extricated Zhao from the truck.

The highway was closed for an hour before police opened one lane in each direction while the scene investigation was completed.

Oregon State Patrol is investigating the crash.

OSP and ODOT warn drivers that road and visibility conditions may unexpectedly change during the winter season.
