Clark/Vancouver Drug Task Force detectives were part of a special investigative unit that broke up a heroin sale Wednesday in Portland.

Detectives from Clark County and the Multnomah County Sheriff’s Office were investigating a suspected heroin trafficking group when they saw what appeared to be a drug transaction taking place in a parking lot at Northeast 82nd Avenue and Northeast Prescott Street in Portland.

They interrupted the transaction and arrested Sergio Alvarez Eligio, 27, and Albert Champagne, 47, no addresses listed, on charges of unlawful possession of heroin and unlawful delivery of heroin.

A suspected customer, Frederick Deiner, 40, of Gresham, Ore., was arrested on suspicion of unlawful possession of heroin and unlawful delivery of heroin.

Police said they seized about one pound of heroin, divided into retail-sized packages, along with $15,000 in cash, from a vehicle at the scene.
