Clark Public Utilities Board of Commissioners District 1: Candidate Helen Nowlin will be available for a “meet the candidate” event from 11 a.m. to 1 p.m. Saturday at Three Creeks Community Library, 800-C N.E. Tenney Road, Vancouver.
