PASCO, Wash. (AP) — Franklin County commissioners approved a permit Wednesday for a dairy to expand a feedlot five miles east of Mesa.

The Coulee Flats Dairy plans to have up to 3,500 cows on the 646-acre site.

The Tri-City Herald reports (http://is.gd/tPGJKE) the permit comes with 18 conditions, including measures to control flies, odor and the buildup of nitrates in the soil.

The dairy currently milks 4,400 cows a day.
