Vancouver man accused of taking photos up skirt

A Vancouver man was arraigned Tuesday on charges alleging he took pictures up a woman’s skirt in a downtown Portland store.

Carlos Felipe Flores-Tellez, 26, was caught on Monday bending down in the shoe section of Nordstrom Rack taking photos up the skirt of a woman who also was bending down to look at some shoes, according to police.

A loss prevention officer at Nordstrom, 245 S.W. Morrison St., detained Flores-Tellez until officers arrived and took him into custody without incident. He was booked into the Multnomah County Jail and police seized his phone as evidence.

Flores-Tellez faces two counts of attempted invasion of personal privacy.
