The Interstate 5 onramp near the Fourth Plain Boulevard interchange was blocked for several hours Saturday after a concrete truck tipped onto its side. According to the Washington State Patrol, at 10:30 a.m. Bradley Barshay was driving the truck eastbound on Fourth Plain and turned left onto northbound I-5 ramp. According to WSP, Barshay was going too fast and lost control of the truck, causing it to roll over onto its side blocking the lane.

Barshay, a Vancouver resident, was uninjured, wearing a seatbelt and wasn’t suspected of being under the influence, according to WSP who ticketed him for excessive speed.
