A man who was fatally struck by a car Tuesday night while riding an electric scooter in east Vancouver has been identified.

Vladimir E. Chernyaev, 34, of Vancouver, died of multiple blunt force injuries, according to a news release from the Clark County Medical Examiner’s Office. The death was ruled an accident.

Witnesses said Chernyaev was riding south in a crosswalk on Southeast Mill Plain Boulevard, at Northeast Chkalov Drive, at the time of the accident. He did not have a signal to cross the road, and the eastbound driver who struck him had a green light, according to the Vancouver Police Department.

After emergency crews responded at 8:21 p.m., Chernyaev was taken to PeaceHealth Southwest Medical Center, where he later died, according to police.

Officers shut down the eastbound lanes of Southeast Mill Plain Boulevard near the intersection during the investigation, Vancouver Fire spokesman Joe Hudson said.

The driver remained at the crash scene and is cooperating with the investigation, police said.
