A man is accused of shooting his girlfriend in the back of the neck late Wednesday afternoon at their east Vancouver apartment after a day of arguing, according to court records.

Logan O. Fouse, 41, appeared Thursday in Clark County Superior Court on first-degree domestic violence assault.

Judge Gregory Gonzales set Fouse’s bail at $300,000. He is scheduled to be arraigned Nov. 18, court records show.

Vancouver police said in court records that the bullet was lodged in the victim’s neck, and she did not have feeling on the left side of her body.

According to the affidavit of probable cause, police were called around 5:30 p.m. to the Fishers Mill Apartments, 1000 S.E. 160th Ave. Neighbors reported hearing the couple arguing all day. One neighbor said she heard the woman screaming, then a door slam and a vehicle speeding off.

Later in the day, the same neighbor heard the couple arguing again, then a loud noise like something had dropped. Afterward, she heard the woman crying, and an ambulance arrived soon after, the affidavit says.

Police said the victim was alert and said she did not believe the shooting was an accident. She filled out a threat assessment, used to determine the danger the suspect poses to the victim, and scored a level 18, which is extreme, court records state.

Fouse was subsequently read his Miranda rights and allegedly acknowledged he shot his girlfriend. He initially said it was an accident, according to the affidavit.

“Through the course of speaking with Logan, it came out that Logan could not 100 percent say that he did not intentionally shoot (his girlfriend) nor that he could 100 percent say that he did intentionally shoot (her),” the officer wrote in the affidavit.

Fouse allegedly told police he had a “lapse” before the shooting and could not remember when he pointed the gun at his girlfriend, court records say.
