Letter: Address gerrymandering

We need a 28th Amendment to the U.S. Constitution to deal with gerrymandering. How about this: The default congressional redistricting plan shall be the one with the lowest sum of the lengths of all common boundaries between districts. By a vote of 60 percent of the state legislature, a nonpartisan commission can be appointed to redraw district boundaries to more closely conform to natural watersheds, but the sum of all common boundaries can only be increased by 10 percent. Comments?
