Vancouver City Council adopts short-term rental rules for 24-month pilot period

The Vancouver City Council on Monday unanimously voted to adopt regulations for short-term rentals for a 24-month pilot period.

City code didn’t previously permit short-term rentals — defined by the city as units rented by individuals for fewer than 30 days — except for bed-and-breakfasts. The new regulations require operators of short-term rentals, like those through VRBO and Airbnb, to obtain a $50 Vancouver business license and a $250 permit.

Permitting will begin both online and in-person Jan. 17, when the ordinance takes effect. Owners of short-term rentals have until Feb. 15 to apply for a permit.

“The regulations give us the ability to inspect any (short-term rental),” Vancouver Development Review Manager Jason Nortz said in a press release.

The regulations will limit the total number of short-term rentals to no more than 870 units — equivalent to 1 percent of the city’s current total housing stock.

Over the 24-month period, the city will monitor the regulations’ effectiveness and assess what future changes may be needed.
