Commissioners from five public utility districts assumed top leadership positions in the Washington Public Utility Districts Association for 2024-2025.

Clark Public Utilities commissioner Jane Van Dyke was elected president after serving as vice president and secretary.

Van Dyke was elected in 2014 to the Clark Public Utilities Board of Commissioners and re-elected in 2020. Van Dyke has more than 20 years in nonprofit management and currently represents the utility on the boards of the Columbia River Economic Development Council and serves as the American Public Power Association representative. Van Dyke holds a bachelor’s degree from the University of California and a law degree from the Lewis and Clark School of Law. Van Dyke also served as a Clark Public Utilities commissioner from 1984-2002.

Former Vancouver Volcanoes player and current associate head coach, Porter Troupe will serve as the new director of youth basketball.

Troupe played three seasons with the Volcanoes from 2006-2008 before embarking on a professional career in Europe in Romania, Finland, Poland, Lithuania, Cyprus, Lebanon and Portugal.

Porter has more than 15 years of coaching and mentoring experience that he will bring into the role.
