Unlicensed massages alleged; four arrested

Four people were arrested Thursday for allegedly practicing massage without a license at Rose Massage in Hazel Dell. Clark County sheriff’s deputies had arrested three of the suspects just two days prior for the same allegations, according to documents filed in Superior Court.

On Thursday evening, detectives executed a search warrant at the business, 8411 N.E. Highway 99. Jingli Liang, 46, Jiu Guo, 27, and Baozhu Wu, 44, were arrested on suspicion of performing massages without a state license.

Customers who were at the business during the raid said they paid $60 each for a one-hour massage, according to court documents. Liang and Guo had been arrested on Tuesday for the same allegations, while Wu was previously arrested in June.

Haibin Yu, who detectives said appears to control the business, was arrested on suspicion of allowing the three unlicensed massages. The 48-year-old was previously arrested in June for allowing unlicensed massages to occur at the same location.

Clark County sheriff’s Sgt. Fred Neiman described the case as an ongoing investigation.
