The man seriously injured attempting to cross Highway 99 in Hazel Dell on Thursday evening remained in a hospital Monday night.

A vehicle struck Adrian Williams, 22, when he stepped into the roadway south of Northeast 78th Street Thursday night.

Clark County sheriff’s Sgt. Alex Schoening said witnesses reported seeing Williams behaving erratically before walking into traffic.

Schoening said it appeared Williams is homeless.

The driver in the collision, Justin Underwood, 43, of Vancouver has been cooperating with police.

No charges had been recommended as of Monday, Schoening said.

“It should be noted that the pedestrian entered the roadway approximately 30 feet south of a newly installed and light-controlled pedestrian crossing,” Schoening said in an email. “This crosswalk was installed expressly because of a high number of pedestrian crossings at this area south of Northeast 78th Street.”
