Pedestrian hit by tractor-trailer identified

The pedestrian struck by a tractor-trailer on Monday has been identified as Kevin J. Hoskins, 25, with no listed address. He was in serious condition at PeaceHealth Southwest Medical Center on Wednesday night.

Vancouver police also identified the driver of the rig as Jay A. Grow, 41, of Vancouver.

Police say Grow was driving west on East 15th Street when Hoskins crossed the street in front of the rig. Grow was not able to stop in time, said Kim Kapp, spokeswoman for the Vancouver Police Department.

The crash occurred where Mill Plain Boulevard turns into East 15th Street, just west of Interstate 5, about 2:30 p.m. Monday. Witnesses provided aid to Hoskins before emergency personnel arrived and took him to the hospital, Kapp said.

Grow stayed on the scene and cooperated with investigators.

No citations have been issued, Kapp said, but the agency’s traffic unit is continuing its investigation.
