Hazel Dell — Vancouver continues to be one of the winningest lottery spots in the state, and the Northeast 78th Street regional office of Washington’s Lottery continues to pay out. On July 8, it was Thomas Haly of Vancouver, who played the new scratch game Liberty Bills and won $50,000. “I was dumbfounded at first. It’s all kind of surreal,” he said. Haly, the 10th winner since March to claim a prize of $30,000 or more at the Hazel Dell office, said he plans to pay some bills and treat his family to a summer vacation. They’ll vote on their destination, he said.
