John P. Kiggins, in center of back seat, was in his first stint as Vancouver mayor when James J. Hill, with beard, visited town. Hill was known as the Empire Builder because his Great Northern Railway had opened the Northwest to Midwest markets. This photo was shot Oct. 4, 1911, at Vancouver railroad depot, which still stands.
