Sgt. Steve Dobbs with the Vancouver Police Department briefs NOW volunteers Rod Livengood and Janet Sword before going out on patrol. Dobbs, who runs one of the newly formed Neighborhood Response Teams, was hoping the volunteers could help his team find stolen cars with a license plate scanner.
