Star, shown Jan. 9, was rescued by Clark County Animal Control and Adopt-a-Horse after being found malnourished on Dec. 26, 2011. The county commissioners broadened animal-control laws to require animal owners to ensure their animals are in a clean shelter and have adequate space.
