Dr. Allen Gabriel, a plastic surgeon, performs a follow-up exam with Vancouver resident Denise Waitkus, who had breast reconstruction surgery in July. Waitkus, 52, received breast cancer screening and treatment thanks to a state program that provides free care to low-income Washington residents who are uninsured and underinsured. State funding for the program may be eliminated.
